The Disaster Management Centre (DMC) with the technical assistance of the United Nations Population Fund (UNFPA), Sri Lanka and the financial support of the Department of Foreign Affairs and Trade Australia (DFAT) launched the very first Handbook on Gender, Sexual and Gender Based Violence in Disasters in 2022.
The handbook provides practical guidance to policymakers, DMC response staff and community groups to plan, coordinate, implement, monitor and evaluate essential actions for a gender equitable disaster response. The book contributes to the implementation of the policy framework and National Plan of Action to address Sexual and Gender based Violence (SGBV) in Sri Lanka, initiated by the Ministry of Women, Child Affairs and Social Empowerment. Following the launch of the handbook, DMC and UNFPA conducted several follow-up actions, including a national level Training of Trainers (TOT) workshop and subnational level capacity building programmes, at all levels across all sectors of interventions, to effectively address SGBV during emergencies.
The Climate Resilient Integrated Water Management Project (CRIWMP) implemented by the Ministry of Irrigation with the technical contribution of the United Nations Development Programme (UNDP) is being implemented under three (3) identified river basins. With the objective of strengthening the resilience of smallholder farmers in the dry zone to climate vulnerability and extreme events, under this project a workshop on "Strengthening Flood Early Warning System and Divisional Preparedness plans in Malwathu Oya, Yan Oya and Mi Oya river basins" was held on 23rd December 2022 at Heritage hotel in Anuradhapura.
This workshop was aimed at strengthening the flood early warning systems and also reviewing the level of disaster preparedness of the relevant Divisional Secretariat Divisions (DSDs) of the districts of Anuradhapura, Mannar, Kurunegala, Puttalam, Trincomalee and Vavuniya in order, to strengthen the resilience of vulnerable smallholder farmers residing closer to the said river basins.
සුමාත්‍රා ආසන්නයේ සිදු වු භුමි කම්පාව නිසා හටගත් සුනාමි රළ ශ්‍රී ලංකාවේ නැගෙනහිර වෙරළට ලගා වූ යේ භුමි කම්පාව සිදුවී පැය 01 කුත් විනාඩි 32කට පසු විය. ශ්‍රී ලංකාවේ මුහුදුබඩ දිස්ත්‍රික්ක 14 ක් සුනාමි ආපදාවට ගොදුරු වු අතර සුනාමි ව්‍යසනය නිසා මිය ගිය සංඛ්‍යාව ආසන්න වශයෙන් 35,000 ක් පමණ වේ. තවත් 5000 ක් පමණ අතුරුදන් විය. ප්‍රාදේශීය ලේකම් කොට්ටාශ 34 ක පවුල් 235,145 ක පුද්ගලයින් 502,456 දෙනෙක් සුනාමි ව්‍යසනය හේතුවෙන් බලපෑමට ලක්විය. සිදු වූ සමාජ, ආර්ථික, සංස්කෘතික සහ පාරිසරික හානිය අතිමහත් විය.
2005 වර්ෂයේ සිට සෑම වර්ෂයකම දෙසැම්බර් මස 26 වන දින “ජාතික සුරක්ෂිත දිනය” ලෙස ප්‍රකාශයට පත්කර ඇති අතර එදින සුනාමි ව්‍යසනයෙන් සහ එදා මෙදා තුර විවිධ ආපදා නිසා රටේ මිය ගිය සියළුදෙනා සිහිපත් කරමින් අඛණ්ඩව ජාතික උත්සවයක් ලෙස දේශපාලන නායකත්වයේ ද සහභාගිත්වයෙන් ජාතික සුරක්ෂිත දින සැමරුම් උත්සවය ජනතා සහභාගිත්වයකින් සිදුකරන ලදි.
2004 වර්ෂයේ දෙසැම්බර් 26 වන දින සිදු වූ සුනාමි ව්‍යයසනයට ශ්‍රී ලංකාවේ මුහුදුබඩ දිස්ත්‍රික්ක 14 ක් ගොදුරු වු අතර 35,000 ක් පමණ පුරවැසියන් මිය ගිය අතර 5000 ක් පමණ අතුරු දහන් විය. 2004 වර්ෂයේ සුනාමි ව්‍යසනයෙන් මියගිය ජනතාව සිහිපත් කිරිම උදෙසා 2005 වර්ෂයේ අමාත්‍ය මණ්ඩල සංදේශයක් මගින් සෑම වසරකම දෙසැම්බර් මස 26 වන දින ජාතික සුරක්ෂිත දිනය ලෙස නම්කර කෙරිනි. සුනාමි ව්‍යයසන සිදු වු අද දිනය (26) “ජාතික සුරක්ෂිත දිනය” දිවයින පුරා දිස්ත්‍රික් මට්ටමින් සුනාමි ව්‍යසනයෙන් සහ අනෙකුත් ආපදා හේතුවෙන් මිය ගිය ජනතාව සිහිපත් කරමින් සර්ව ආගමික වතාවත් සිදු කෙරුනු අතර පෙ.ව. 9.25 සිට පෙ.ව.9.27 දක්වා සුනාමි ව්‍යසනයෙන් හා විවිධ ආපදාවලින් මිය ගිය ශ්‍රී ලාංකිකයින් සිහිපත් කිරීමට සිදු කරන ලදී.
ජාතික සුරක්ෂිත දින සැමරුම් උත්සවය ආරක්ෂක රාජ්‍ය අමාත්‍ය ගරු ප්‍රමිත බණ්ඩාර තෙන්නකෝන්, දකුණු පළාත් ආණ්ඩුකාර ගරු විලී ගමගේ මැතිතුමන්ලා ඇතුලු දේශපාලන නියෝජිතයින් සහ ආපදා කළමනාකරණ මධ්‍යස්ථානයේ අධ්‍යක්ෂ ජෙනරාල්, ගාල්ල දිස්ත්‍රික් ලේකම් ඇතුලු රාජ්‍ය නිළධාරීන්, ත්‍රිවිධ හමුදාව, පොලීසිය සහ මහජනතාවගේ සහභාගීත්වයෙන් අද දින (26) පෙරවරු 9.00 සිට ගාල්ල, තෙල්වත්ත, පැරෑලිය සුනාමි ස්‌මාරකය අබියස දී පැවැත්විය.
The Enhancement of Emergency Response (PEER), is a regional programme that has been supported by the United States Agency for International Development’s Bureau of Humanitarian Affairs (USAID/BHA). The programme aims to enhance local and regional disaster preparedness and response capacities of vulnerable countries throughout Asia, through training which ranges from community first responder, to search and rescue and hospital preparedness. Sri Lanka has been included into the 5th stage of PEER, which focuses on adaptation and institutionalization of sustainable disaster preparedness training programms. The Disaster Management Centre (DMC) engages as the country focal point and responsible for implementation of PEER in Sri Lanka.
