The Disaster Management Centre (DMC) initiated the process of developing appropriate humanitarian standards, following the Humanitarian Charter and Minimum Standards in Humanitarian Response (“SPHERE”) international standard, as a guiding principle.
With the support of the Asian Disaster Preparedness Centre (ADPC) the initial work in this regard commenced in 2021 and subsequently held several productive residential and online workshops to develop and review the draft document. As the next phase of this project, the key aspect was educating and creating greater awareness of the developed draft minimum humanitarian standards for safety centres, among the relevant officials of key organisations/ institutions, involved in managing safety centres during disasters.
In the recent past, the Southwest monsoon and cyclonic climate conditions triggered heavy rainfall across south-western and north-eastern parts of Sri Lanka. Heavy rains and high winds prevailed in most districts, during the monsoon period causing considerable damage to communities and properties. Puttalam district was one of the worst affected districts during the monsoon seasons, with a significant number of damages and displacements.
In the recent past, the Southwest monsoon and cyclonic climate conditions triggered heavy rainfall across western and south-western parts of Sri Lanka. Heavy rains and high winds prevailed in most districts, during this period causing considerable damage to communities and properties. Gampaha was one of the worst affected districts during this period, with a large number of damages and displacements.
Under the guidance and advice of the Director General of the Disaster Management Centre, Major General (Retd.) Sudantha Ranasinghe with the assistance of the Asian Disaster Preparedness (ADPC) has made necessary arrangements to conduct an After Action Review (AAR) of few of the worst affected districts, during the Southwest monsoon in 2021. An AAR, is a qualitative review of the actions taken to respond to an emergency/disaster event, which would provide an opportunity for DMC and all related stakeholders to identify and document the challenges and gaps, shortcomings experienced during the process of managing such disasters.
ගිනි ආපදාවක දී සිදුවිය හැකි ජීවිත හා දේපල හානිය අවමකර ගැනීම සදහා විධිමත් ක්‍රමවේද අනුගමනය කිරීම පිළිබදව මහජනතාවගේ දැනුම වැඩිදියුණු කිරීමේ අරමුණින් ගාල්ල දිස්ත්‍රික්කයේ බෙන්තර ප්‍රාදේශී්‍ය ලේකම් කොට්ඨාශයේ රාජ්‍ය නිළධාරි දැනුවත් කිරීම අරමුණු කරගනිමින් ගිනි ආරක්ෂණය පිළිබඳ දැනුවත් කිරීමේ පෙරහුරු වැඩසටහනක් බෙන්තර SOS රාජ්‍ය නොවන සංවිධාන පරිශ්‍රයේ දී ජූලි මස 11 දින පැවැත්විණි.
බෙන්තර ප්‍රදේශීය ලේකම් කොට්ඨාශයට අයත් ග්‍රාම නිලධාරින්, සංවර්ධන නිලධාරින්,සෞඛ්‍ය නිලධාරින්, පොලිස් නිලධාරින් ඇතුළු ටෙලිකොම්, සමුපකාරය, විදුලිබල මණ්ඩලය සහ බෙන්නර ප්‍රාදේශිය සභාව යන ආයතන වල සේවය කරන නිලධාරින් මෙම වැටසටහන සදහා සහභාගී විය.
සක්‍රීයව පවතින නිරිතදිග මොසම් තත්වය හේතුවෙන් පුත්තලම සිට මාතර දක්වා මුහුදුබඩ ප්‍රදේශවල මුහුදු රළ ගොඩබිමට පැමිණීම හේතුවෙන් ජන ජීවිතයට බාධා එල්ල විය. ගාල්ල දිස්ත්‍රික්කයේ ගාල්ල සමුද්‍ර මාවත, පිටිවැල්ල, කහව, ගොඩගම, අකුරළ, කතලුව, කෝග්ගල ප්‍රදේශවල සහ කොළඹ සිට ගාල්ල හබරාදුව දක්වා ඇති දක්ෂිණ මුහුදු බඩ මාර්ගයේ ස්ථාන කිහිපයක මුහුදු රළ ගොඩ බිමට ගැලිමෙන් වැලි සහ අපද්‍රව්‍ය එම මාර්ගයට ගොඩ ගැසිම හෙතුවෙන් ගමනාගමන කටයුතුවලට බාධා එල්ල විය.
