In line with the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015 - 2030 and also pursuing the government policies, the Disaster Management Centre (DMC) under the guidance of Major General (Retd.) Sudantha Ranasinghe, Director General of the Disaster Management Centre, had commenced work related to drafting the country’s National Disaster Management (NDMP), for the period of 2023-2030.
Accordingly, DMC organised a workshop to review the final draft of the already prepared National Disaster Management Plan (NDMP) 2023 – 2030. This was initiated with a view of instilling a cohesive and aligned approach in developing the country’s NDMP and stakeholders representing key government institutions, international non-governmental organisations (INGOs), non-governmental organisations (NGOs), humanitarian agencies etc. were invited to be a part of the review discussions held on 4th November 2022, at the Mihilaka Medura, Bandaranaike Memorial International Conference Hall (BMICH).
Considering the nature and extent of incidents of sexual and gender based violence being reported frequently in Sri Lanka, the Ministry of Women and Child Affairs formulated the Policy Framework and National Plan of Action 2016-2020 to address Sexual and Gender based Violence (SGBV) in Sri Lanka, which incorporated nine different sectors representing key government entities.
The Disaster Management Centre (DMC) played a pivotal role in contributing to the development of this Policy Framework and National plan, considering the fact that gender perspective needs to be integrated into all aspects of disaster management.
With the support of the United Nations Population Fund (UNFPA) and Department of Foreign Affairs and Trade (DFAT) of the Australian government, DMC was able to successfully complete the relevant consultative sessions and the launch of the publication “Handbook on Gender, Sexual Gender Based Violence in Disasters” took place on 19th August 2022.
The Ambassador of the United States to Sri Lanka, H.E. Julie J. Chung made a familiarization visit to the Emergency Operation Center of the Disaster Management Center on 21st October 2022. The Director General of Disaster Management Center, Major General (Retd) Sudantha Ranasinghe, warmly welcome the delegation and discussions among them were mainly focused on matters related to joint humanitarian assistance for disaster relief (HADR), Training and future engagements between the countries to capacity enhance and capability developments related to disaster management activities.
The Director General National Building Research Organization, Dr. Asiri Karunawardana, Director General of Meteorological Department Mr. Athula Karunanayake and Director (Operations) of DMC, Brigadier Anil Perera also were present during the visit.
Strengthening the preparedness and awareness of vulnerable communities for unanticipated calamities such as Tsunami is of paramount importance. With the support of the United Nations Development Programme (UNDP) Sri Lanka, a project is being carried out to strengthen the school Tsunami preparedness in twenty eight (28) Tsunami prone schools, considered as highly vulnerable in the coastal belt of the Southern and Eastern provinces. This project is to be implemented by the Disaster Management Centre (DMC) as a national programme, under the proposed pilot project of achieving “Tsunami Ready” status for Sri Lanka.
Under the guidance and advice of the Director General of the Disaster Management Centre, Major General (Retd.) Sudantha Ranasinghe, the first Training of Trainers (TOT) programme of the above mentioned project was held in September 2022, for the selected schools in the Southern province.
සියල්ලන්ට පූර්ව අනතුරු ඇඟවීම සහ ඉක්මන් ක්‍රියාමාර්ග; කිසිවෙකු අත් නොහැරීම’ තේමාව යටතේ ආපදා කළමනාකරණ මධ්‍යස්ථානය විසින් සංවිධානය කරන ලද ‘ආපදා අවදානම අවම කිරීමේ ජාත්‍යන්තර දිනය’ සැමරීම වෙනුවෙන් සංවිධානය කරන ලද ජාතික උත්සවය ආරක්ෂක රාජ්‍ය අමාත්‍ය ගරු ගරු ප්‍රමිත බණ්ඩාර තෙන්නකෝන් මැතිතුමා, ආරක්ෂක ලේකම් ජෙනරල් කමල් ගුණරත්න ඇතුලු පාර්ශවකාර ආයතන නියෝජිතයින්ගේ සහභාගීත්වයෙන් කොළඹ, Cinnamon Lakeside හෝටලයේදී පැවැත්විණි
ආපදා සහන සහ නැවත පදිංචි කිරීම්වලට වැය වන අතිවිශාල වියදම් පිළිබඳව හෙළි කරමින් ආරක්ෂක රාජ්‍ය අමාත්‍ය ගරු ප්‍රමිත බණ්ඩාර තෙන්නකෝන් මැතිතුමා අවධාරනය කළේ අවදානම් අවම කිරීම කල යුතු බවත් ඒ සඳහා සැලසුම් කළ යුතු බවත්ය.
‘ආපදා අවදානම අවම කිරීමේ ජාත්‍යන්තර දිනය’ සැමරීම සඳහා සංවිධානය කරන ලද ජාතික උත්සවයේ ප්‍රධාන ආරාධිත අමුත්තා ලෙස සහභාගීවෙමින් පැවැත්වූ සිය දේශනයේදී ඔහු හෙළි කළේ “අපි 2016 සිට 2022 දක්වා කාලය තුළ ආපදා සහන සහ නැවත පදිංචි කිරීම් සඳහා රුපියල් බිලියන 65 කට අධික මුදලක් කොළඹ ප්‍රදේශයට පමණක් වැය කර ඇති” බවයි. මෙහිදී වැඩිදුරටත් අදහස් දැක්වූ රාජ්‍ය අමාත්‍යවරයා කියා සිටියේ සංවර්ධනය වෙමින් පවතින රටක් ලෙස අපි විශාල ජයග්‍රහණයක් ලබාගෙන ඇති බවත්, පූර්ව අනතුරු ඇඟවීම තුලින් හොඳ සූදානමකින් යුතු පූර්ව ක්‍රියාමාර්ගයක් දියත් කළ යුතු බවත්ය.
ආරක්ෂක ලේකම් ජෙනරල් කමල් ගුණරත්න ද මෙම අවස්ථාවට ගෞරවනීය ආරාධිත අමුත්තා වශයෙන් සහභාගි විය. ආපදා කළමනාකරණ මධ්‍යස්ථානයේ අධ්‍යක්‍ෂ ජනරාල් මේජර් ජෙනරල් සුදන්ත රණසිංහ විසින් රාජ්‍ය අමාත්‍යවරයා සහ ආරක්ෂක ලේකම්වරයා පිළිගනු ලැබීය.
අනෙකුත් සියලුම ආපදා අවදානම් කළමනාකරණය අතර, ආපදා වල බලපෑම අවම කිරීම සඳහා එක් ඵලදායී ක්‍රමයක් වන්නේ වගකිවයුතු නිලධාරීන් සහ මහජනතාව සඳහා පොදු ක්‍රමයක් ස්ථාපිත කිරීම මගින් පූර්ව අනතුරු ඇඟවීම වැඩි දියුණු කිරීම යනුවෙන් ඔහු පැවසූ අතර රාජ්‍ය ආපදා කළමනාකරණ විෂය යටතේ "කිසිවෙකු අත් නොහැරීම" යන සංකල්පය තුල පරිපාලනය සහ මහජන යහපැවැත්ම සඳහා වගකිව යුතු සියලුම පළාත් පාලන ආයතන ප්‍රධාන ප්‍රවාහය කිරීම තවත් උපාය මාර්ගයක් විය යුතු බව පැවසීය.
එබැවින්, පූර්ව අනතුරු ඇඟවීම සහ පූර්ව ක්‍රියාමාර්ග ආපදා අවදානම් කළමනාකරණයේ සහ සංවර්ධනයේ අත්‍යවශ්‍ය අංගයක් බවට පත් කිරීම අත්‍යවශ්‍ය බව ඔහු වැඩිදුරටත් පැවසීය.
ගෞරවනීය ආරාධිත අමුත්තා වූ ජෙනරල් ගුණරත්න මහතා ද උත්සව සභාව අමතමින් සඳහන් කළේ, අද රටේ පවතින අස්ථාවර ආර්ථික හා සමාජීය තත්ත්වය තුල ස්වාභාවික විපත්වලින් සිදුවන මානව, ආර්ථික හා පාරිසරික හානි සහ පාඩු අවම කර ගැනීම අපගේ ප්‍රධාන සාමූහික අභියෝගයක් බවට කිසිදු සැකයක් නැති බවයි.
පූර්ව අනතුරු ඇඟවීම් සඳහා වගකිව යුතු විවිධ ආයතන අතර සම්බන්ධීකරණය සහ සහයෝගීතාව ශක්තිමත් කිරීමට ආරක්ෂක ලේකම්වරය ප්‍රතිඥා ලබා දුන් අතර කල් ඇතිව සුදුසු මැදිහත්වීමක් සිදු නොකළහොත් පූර්ව අනතුරු ඇඟවීම අකාර්යක්‍ෂම බව ද ජෙනරල් ගුණරත්න අවධාරණය කළේය.
එසේ කිරීමට, ඵලදායී පූර්ව අනතුරු ඇඟවීම් සහ ආපදා අවදානම් අවම කිරීම සාර්ථක ලෙස ක්‍රියාත්මක කිරීම සඳහා හවුල්කාරිත්වය අත්‍යවශ්‍ය බව ඔහු පැවසූ අතර විශේෂඥයින්, ප්‍රතිපත්ති සම්පාදකයින් සහ සියලු මට්ටම්වල ප්‍රජා සාමාජිකයින් ඇතුළු විවිධ අංශ හවුල්කරගත යුතු බව ද පැවසීය.
එසේම, පූර්ව අනතුරු ඇඟවීම් සඳහා වගකිව යුතු විවිධ ආයතනවල සම්බන්ධීකරණය සහ සහයෝගීතාව ශක්තිමත් කිරීම සඳහා ඉදිරිපත් කර ඇති ප්‍රායෝගික පියවරයන්ට සහාය වීමට ආරක්ෂක ලේකම්වරයා ආපදා කළමනාකරණ මධ්‍යස්ථාන නිලධාරීන් සමඟ සිය උපරිම කැපවීම සිදු කරන බවට ද ප්‍රතිඥා දුන්නේය.
මේජර් ජෙනරල් රණසිංහ විසින් මෙම උත්සවයේ පිළිගැනීමේ කතාව පවත්වන ලදී. ආපදා කළමනාකරණ මධ්‍යස්ථානයේ මෙම වැඩසටහන මගින් “සියල්ලන්ට පූර්ව අනතුරු ඇඟවීම සහ ඉක්මන් ක්‍රියාමාර්ග: කිසිවෙකු අත් නොහැරීම” යන තේමාවට අදාළ විවිධ පැති සම්බන්ධයෙන් දේශීය සහ ජාත්‍යන්තර ආරාධිත කථිකයන් විසින් සංවාද සහ දැනුම බෙදාගැනීම සිදු කරන ලද අතර ආපදා අවදානම් අවම කිරීම සඳහා වන එක්සත් ජාතීන්ගේ මහලේකම්වරයාගේ විශේෂ නියෝජිත සහ එහි ප්‍රධානී Mami Mizutori මහත්මියගේ විශේෂ පණිවුඩයක් ද සැසියේදී ඉදිරිපත් කරන ලදී.
මෙම අවස්ථාවට ජ්‍යෙෂ්ඨ රාජ්‍ය නිලධාරීන්, අන්තර් රාජ්‍ය සංවිධාන නියෝජිතයන්, එක්සත් ජාතීන්ගේ නියෝජිතායතන සහ අනුග්‍රාහකයින්, ජාත්‍යන්තර සංවිධාන සහ පාර්ශවකරුවන්, වෘත්තිකයන් සහ විද්වතුන්, ජ්‍යෙෂ්ඨ හමුදා සහ පොලිස් නිලධාරීන්, සම්භාවනීය ආරාධිතයින්, ආපදා කළමනාකරණ මධ්‍යස්ථානයේ කාර්ය මණ්ඩලය ද මෙම අවස්ථාවට එක්ව සිටියහ.
