On the occasion of the International Day for Disaster Risk Reduction – 2025

Theme: “Fund Resilience, Not Disasters”

It gives me great pleasure to extend my warm greetings to all officials, partners, and stakeholders as we commemorate the International Day for Disaster Risk Reduction 2025, under the global theme “Fund Resilience, Not Disasters.”

This day, first proclaimed by the United Nations General Assembly in 1989, serves as an important reminder of our shared responsibility to move from a culture of reaction to a culture of prevention, where investment in resilience becomes a key pillar of sustainable development and national security.

As disasters increase in both frequency and intensity, our preparedness, risk reduction, and financing mechanisms must evolve through innovation, collaboration, and sustainable investment. The Disaster Management Centre (Sri Lanka) remains firmly committed to strengthening partnerships across government agencies, academia, the private sector, development partners, and local communities to ensure that no one is left behind when disasters strike.

In doing so, we align our mission with Sri Lanka’s national vision of “Thrive Nation and Beautiful Life,” recognizing that a resilient country is the foundation upon which a thriving nation and a secure future are built.

This year’s theme urges all of us to prioritize funding and resources toward prevention, early warning systems, and community preparedness, rather than focusing solely on post-disaster recovery. By working together, sharing knowledge, and building trust, we can transform our vision of resilience into tangible results that protect lives, livelihoods, and the environment.

I take this opportunity to express my sincere appreciation to all our national and international partners, technical experts, and humanitarian organizations for their continued collaboration and valuable contributions to strengthening Sri Lanka’s disaster resilience.

Let us continue our journey from reaction to prevention, from response to resilience, and collectively build a safer and more sustainable future for all.

ආපදා කළමනාකරණ මධ්‍යස්ථානයේ ඉල්ලීම අනුව ස්විස්ටර්ලන්ත රජයේ ආධාර සහ තාක්ෂණික උපදේශකත්වය මත එක්සත් ජාතීන්ගේ කාර්යාලයේ(OCHA) අනුමැතිය ලත් සෙවිම් හා මුදවා ගැනිම් පුහුණු වැඩසටහනට(INSARAG) අනුකූලව මෙරට ආපදා කළමනාකරණ ක්ෂේත්‍රයේ නියැළෙන නිළධාරීන්ගේ ධාරිතාව වර්ධනය කිරීමේ පුහුණු වැඩසටහනට සමගාමීව අධි තාක්ෂණික සෙවීම් සහ මුදවාගැනීම් උපකරණ භාවිතය සම්බන්ධයෙන් නිලධාරීන්ගේ ධාරිතාව වර්ධනය කිරීම සහ සෙවීම් මුදවාගැනීම් යාන්ත්‍රණය ශක්තිමත් කිරීම අරමුණු කරගනිමින් රුපියල් මිලියන 11.2 ක පමණ වටිනාකමින් යුත් සෙවීම් සහ මුදාගැනීමේ කැමරා කට්ටල (FL360LR USAR) දෙකක් ආපදා කළමනාකරණ මධ්‍යස්ථානය වෙත පරිත්‍යාග කිරීමට ස්විස්ටර්ලන්ත සංවර්ධන හා සහයෝගීතා ආයතනය(SDC) විසින් කටයුතු කරන ලදී.

තිරසාර ආපදා අවදානම් කළමනාකරණය සඳහා සියලුම පාර්ශ්වකරුවන් විසින් සම්බන්ධීකරණය කරන ලද සහ කැපවූ ප්‍රවේශයක තීරණාත්මක අවශ්‍යතාවය සහ ආපදා අවදානම් කළමනාකරණය ආංශික සංවර්ධන ක්‍රියාවලීන්ට ඵලදායී ලෙස ඒකාබද්ධ කිරීම සඳහා පවතින ක්‍රමවේද ප්‍රමාණවත් නොවීම හඳුනා ගනිමින්, අදාළ අංශවල වගකිවයුතු ආයතනවල නිලධාරීන්ගෙන් සමන්විත තාක්ෂණික කමිටුවක අධීක්ෂණය යටතේ අංශ-නිශ්චිත මාර්ගෝපදේශ සංවර්ධනය කිරීම සඳහා ආපදා කළමනාකරණ මධ්‍යස්ථානය ව්‍යාපෘතියක් ආරම්භ කරන ලදී.
